The London Borough of Havering contains within it, part of or the entirety of three constituencies: Hornchurch and Upminster, Dagenham and Rainham, and of course, Romford. There are 20 wards that make up the council, of which eight are in the constituency of Romford.
The establishment of the London Borough of Havering took place in 1965, amalgamating the previous jurisdictions of the Municipal Borough of Romford and Hornchurch Urban District. These areas were transferred from Essex County Council to Greater London under the London Government Act 1963. The borough's name is derived from the Royal Liberty of Havering, which, although covering a similar but not identical area, ceased to exist in 1892.
The borough also forms part of the London Assembly constituency of Havering and Redbridge.
